INTERREG IIIC Phare Projects Fund in Hungary 2003 issued by the National
Agency for Regional Development of the Prime Minister?s Office - Hungary
1. Nature of activities, geographical area and project duration
(a) Nature of activities:
The Interreg IIIC Phare Project Fund is dedicated to give financial support
to Hungarian organisations taking part in interregional projects.
(b) Geographical area:
Projects (under this Phare scheme) will be implemented in the whole
territory of Hungary and in the whole area of the EU.
(c) Maximum project duration: 24 months (minimum: 12 months)
All projects must be contracted by 30 June 2005. All projects must be
implemented and Phare disbursements must be made before 30 November 2006.
2. Overall, maximum and minimum grant amounts
The global indicative amount available under the present Call for Proposals
is 1 166 000 EUR.
Minimum grant for a project: EUR 50 000.
Maximum grant for a project: EUR 200 000.
Maximum proportion of project costs to be covered by Community funding and
the Hungarian Government: 87,5%.
At least 12,5% of the total project cost has to be provided by the
Beneficiary in cash. (Cost of staff assigned to the project, corresponding
to actual salaries plus social security charges and other
remuneration-related costs are eligible as in cash contribution from the
applicant.)
3. Eligibility: Who may apply
Applicants must comply with all the following conditions in order to be
eligible for a grant:
-  be non-profit-making;
-  be national, regional and local organisations (in line with Phare
regulations);
-  have been registered in Hungary;
-  be directly responsible for the preparation and management of the
project, not acting as an intermediary;
-  have stable and sufficient sources of finance to ensure the continuity
of their organisation throughout the project and, if necessary, to play a
part in financing it;
-  be experienced and able to demonstrate their capacity to manage
larger-scale activity corresponding to the size of the project for which a
grant is requested;
-  eligible applicants in Hungary must have at least one transnational
partner (Lead Partner) from the four participating Member States (Austria,
Germany, Greece, Italy)
4. Application format and details
The Call for Proposals will be launched at the website of the Contracting
Authority (National Agency for Regional Development) and in a national
newspaper (Népszabadság). Date of issuing the Call, and its deadline for
applications most probably will be the same as those on EU level (16 June -
26 September).
Applications must be submitted in English using the standard application
form and annexes to be downloadable from the NARD website
(www.pharereg.hu).

How to apply for INTERREG IIIC funding:
The North, East and West zones launched the fourth call for project
proposals on 14 June 2004. The deadlines for submission of project
applications are as follows:
North and West: 8 October 2004
East: 19 November 2004
In the South zone, the third call for proposals is still open for Regional
Framework Operations (RFO) only. The deadline for submission of RFO
applications is the 8 of October 2004.

Information on INTERREG IIIC Phare Projects Fund 2003
The Interreg IIIC Phare Project Fund gives financial support to Hungarian
organisations taking part in interregional projects.
The Call for Proposals was lunched at the website of the Contracting
Authority (National Agency for Regional Development). The deadline for
submission of applications is the same as for the second INTERREG IIIC call
on EU level (26 September 2003).
Applications must be submitted in English using the standard application
form and annexes to be downloadable from the NARD website
(www.pharereg.hu).
